Default Windows XP icons set back to Windows "empty" icons

Hi

For some unknown reason, Windows icons are very odd. Windows version is XP Professional Service Pack 2. Please see the images below:

I've tried Restoring the system, didn't work. Also ran that tool that analyzes Windows default files integrity, all seem to be okay. Also, went to Desktop properties, and Restore icons to default, no luck as well.

I'm thinking this is something related to explorer.exe, but not sure.

Thanks in advance.
