Default Can't browse in one system

I have an English install of XP on one partition and a Chinese install of XP on another. If I log in to the Chinese system, no problem. If I log into the English system, neither Firefox nor IE can load any pages. I get an IP address form the router and the AVG anti-virus can update fine. This tells me I am connecting to the Internet but I thought maybe DNS isn't working. In Administrative Tools > Services, I noticed "DNS Client" isn't running. I can start it, but it doesn't make any difference. By the way, after I restart, DNS Client is off again. If I put 209.131.36.158 in the browser, it won't load a page. If I put 209.131.36.158 in the browser of the Chinese system, it loads Yahoo. Now I am confused. Any ideas?
